The Office of the Administrator-General (OAG) has announced that handover notes covering the eight-year tenure of President Nana Addo Dankwa Akufo-Addo are ready to be delivered to President-elect John Dramani Mahama.

This move ensures a smooth transfer of power to the incoming administration.

“All notes are ready to be handed over, signed by the various heads of Ministries, Departments, and Agencies (MDAs), as well as Metropolitan, Municipal, and District Assemblies (MMDAs),” Administrator-General Joyce Wereko Ampim-Opoku stated in an interview with Daily Graphic.

Mrs. Ampim-Opoku reassured Ghanaians of a seamless transition process from the announcement of the election results by the Electoral Commissioner, Jean Mensa, to the swearing-in of Mr. Mahama on January 7, 2025.

The Administrator-General highlighted the collaboration between her office and the Office of the President to ensure a technically sound and operationally smooth handover.

She expressed confidence in Ghana’s system of government asset administration and management, describing it as “a system that works.”

Reflecting on her work, Mrs. Ampim-Opoku commended her team for finalizing and packaging the handover notes.

She emphasized that years of refining the drafting guidelines and implementing quality assurance measures had significantly improved the content and standardization of the notes across all sectors, ministries, and agencies.

The reviewed guidelines, which informed the drafting process, were a product of extensive training provided to institutional heads and agencies.

These improvements were made in compliance with the Presidential Transition Act, 2012 (Act 845), which mandates the preparation and submission of comprehensive handover notes.

“The Office of the President shall prepare a set of comprehensive handing-over notes covering the term of office of the President as the executive authority under Article 58 of the Constitution,” Mrs. Ampim-Opoku explained, referencing Section 6(1) of Act 845.

The finalized 2024 transition handover notes will be presented to the President-elect, Parliament, Judiciary, Council of State, and the Public Records Archives Administration Department (PRAAD) as stipulated under Section 7(2)(1) of Act 845.

Mrs. Ampim-Opoku assured that the law includes mechanisms to verify the accuracy and completeness of the notes.

She emphasized the OAG’s role in providing technical assistance to heads under the executive arm of government to ensure compliance with the Act.
