GRIDCo fights ECG over dumsor blame game, refusal to stick to load-shedding timetable

The Ghana Grid Company Limited (GRIDCo) has raised concerns about the Electricity Company of Ghana's (ECG) failure to provide a load-shedding timetable for customers amid ongoing power outages, commonly referred to as 'Dumsor'. 

In a compliance letter addressed to the Minister of Energy, Dr. Matthew Opoku Prempeh, GRIDCo, expressed serious apprehensions regarding ECG's non-compliance with load-shedding management instructions issued by the National System Control Centre (NSCC). GRIDCo emphasised that ECG's failure to adhere to directives poses a significant risk to the stability of the power grid, citing instances where it has led to a drop in system frequency in certain areas 

"We note with grave concern the repeated instances where Electricity Company of Ghana (ECG) Operations personnel fail to follow load management instructions issued by the SCC. This non-compliance poses a significant threat to the stability of the power grid, potentially leading to avoidable power outages for customers and system collapse", the state power transmitter complained.

It added: “The SCC routinely communicates load management directives to ECG Operations. However, these instructions are often either not effected or inadequately implemented".

The letter highlighted the routine communication of load management directives to ECG Operations by the SCC, which often go unimplemented or inadequately executed, resulting in a decline in system frequency and triggering emergency measures such as Automatic Frequency Load Shedding (AFLS) relays and feeder disconnections. 

GRIDCo refuted claims of being solely responsible for emergency disconnections and criticised ECG for attributing power supply losses to GRIDCo, which they deemed inaccurate. 

“When these emergency disconnections occur, ECG publishes customer notices attributing the loss of power supply to GRIDCo, which is not an accurate description of the current situation. Furthermore, ECG’s disregard for load management instructions is a clear violation of the regulations.”

“We, therefore, bring this to your kind attention, Honourable Minister, and seek your urgent intervention to ensure cooperation from ECG with respect to load management operations.”
